Dr. Harry R. Carter is a municipal fire protection consultant who makes his home in the Adelphia section of Howell Township, New Jersey. He currently serves as Chairman of the Board of Fire Commissioners for Howell Township Fire District #2. He enjoyed a 26-year career with the Newark, New Jersey Fire Department. He has also had a 37-year career with the Adelphia Fire Company in Howell Township, NJ serving as Fire Chief in 1991. He currently serves as company Chaplain. He also serves as an adjunct faculty member at Capella University in Minneapolis.
Dr. Carter is a member of the American Branch of the Institution of Fire Engineers of Great Britain. He formerly served as Vice President and Secretary. He also is the President of the New Jersey Association of Fire Districts. He is a life member of the National Fire Protection Association and Former President of the International Society of Fire Service Instructors.
A veteran of 45 years in the fire and emergency service world, he has authored seven books, co-authored five, and has written nearly 3000 magazine, web and journal articles. He has served as a contributing editor for Firehouse magazine since 1990. He holds six college or university degrees, with his terminal degree being a Doctor of Philosophy in Business Administration from Capella University.
